本书选取西部地区11个省级区作为样本省份，按人均GDP将每个省份的所有县划分为3个等级，并从11个省份的每个等级中随机抽取1个样本县。选择各样本县的当地县总医院、县妇幼保健院（MCH）、县中医院为样本县医院，系统选择各样本县的2－3所乡镇卫生院为样本乡医院。随机抽取各县医院门诊病人50例，乡镇卫生院病人30例，进行问卷调查，并进行了统计学分析。
