近些年来，中国（海南）改革发展研究院每年都撰写出版一部《中国改革评估报告》，这已成为改革研究的一个重要品牌，在多方面产生了重要影响。《危机挑战改革——中国改革评估报告（2009）》（英文版）参加了2009年的法兰克福国际书展。

“中国改革研究报告（2010）”改变了以往评估报告的形式，以《第二次转型——处在十字路口的发展方式转变》为主题，提出了一个具有现实意义的重大问题：在内外环境变化下，我国如何通过第二次转型与改革，构建公平与可持续发展的体制。本书给出了分析，希望读者在阅读本书的过程中形成自己的思考。这是本书主要的目的所在。
