《中国道路交通安全蓝皮书(2010)》共三篇八章。发展历程篇，回顾了新中国成立以来道路交通安全发展历程，分析了目前我国道路交通安全形势、面临的挑战与机遇；现状热点篇，总结了2009年道路交通安全及道路环境安全形势，剖析了2009年道路交通安全方面的热点问题；措施研究篇，列举了2009年我国改善道路交通安全的主要举措，介绍了道路交通安全研究的进展；另附有2009年道路交通安全十大新闻、2009年一次死亡10人以上的特大交通事故、网络舆情精选和国际道路交通安全形势。书末是《2010年中国道路交通安全蓝皮书》主要内容的英文简本。
