孙霄兵，北京大学七七级中文系文学专业毕业。文学学士，教育学博士，法理学博士后。现任国家督学、教育部政策法规司司长、教育部法制办公室主任、中国教育发展战略学会副会长。2014年荣获中央国家机关五一劳动奖章、证书。
北京大学、中国人民大学、西南大学、华中师范大学兼职博士生导师、教授，美国哈佛大学肯尼迪学院高级研究员（2013）。
在《人民日报》《求是》《教育研究》《新华文摘》等报刊发表论文80余篇，出版教育政策、教育法治专著10余部。
